Phelps was among the honorees to receive this prestigious award at a banquet hosted by Visions of Rose Outreach Ministry, Apostle Melanie Scales founder.  The award was presented by Houston City Council Member Jolanda Jones with encouraging words of gratitude for outstanding leadership contribution made throughout the City.
